The design is stenciled on using a dye resist technique - almost exactly the same process as making cloth for traditional Japanese clothing.
The paper is subsequently treated with Konnyaku, a starchy substance which adds water resistance and strength to the paper so that it resembles cloth to the touch.
The paper is then crumpled up to give a pleasing uneven surface.
